They all can see a link to chat, they can enter chat, but they can not enter your rooms, unless they create account at your site. (you can see it as a "teaser")

I guess you did not read agreements you agreed to at the registration time , i.e. "to allow public access to chat" with visible link (you can disable guests access to rooms, but you should allow public access to chat)
