Read the tool-tip next to the "Admin only" option. It applies only to members, guests configuration is at the bottom of the "Room" configuration page.

i have setting admin only to yes and publish to global no,
but in room have free access all guest.
the first time i have put some setting in another room and this work fine.
but now, today don't work.
i have created another room with admin only but don't work more.

in un primo momento con una stanza di prova funzionava, adesso se creo una stanza per soli admin non funziona più.
